In 18th and 19th century, British colonies were known to use lotteries for raising funds for university and schools. It starts off with Native Americans wagering on games of skill and chance, practice which was later adopted by the European settlers during the 1600s. American gambling history is just as varied. State-run lotteries are more or less run everywhere, with Hawaii and Utah being the only two US states which have completely outlawed all forms of gambling. While the federal law considers gambling legal, there are plenty of restrictions attached and each state free to allow or prohibit the practice on its own territory.
